		<description>One mechanism for improving academic involvement in the HEC policy drafting may be to introduce a &#039;program director&#039; position, like the one in US agencies like the NSF and NIH. These could be fixed yearly positions where faculty members can take as sabbaticals from their academic positions. These directors could be allocated a small portion of funding which they can solicit proposals for. This would keep a continuous rotation of fresh people and strengthen the channels of communications between the HEC and the academia.</description>
