		<description>A lovely article indeed,Mariam .This is a very important issue that you have discussed.  I wanted to share my experience too,A couple of days back i came across a 8 year old girl ,in Islamabad, who had this hearing impairment .She was a servant&#039;s daughter and my aunt decided to help her.So my aunt looked up a couple of schools for special children,and found this school which was run by an NGO(which was in turn run by a socialite),who supposedly working for the welfare of the &quot;POOR&quot;.It really made me sad when I actually came to know how much she was charging.She sent my aunt a text message which said:
1) First Meeting with the parents=Rs.1000
2)30mins speech therapy=Rs.300
3)monthly tution  fee=Rs.5000
and to add to my horror the text ended with:&quot;THERE WILL BE NO CONCESSION ON THE FEE!!!!&quot; 
that makes me wonder what good does a voucher worth Rs.300, offered  by the Punjab Education Foundation,do to these children????</description>

Any school that has really taken this message to heart and went on to show that it not only can be done but that it can have positive impact on the social development of ALL children in the school?

I ask because I was wondering if creating something like a voucher system, where government (or an NGO) gives the school X amount of money if they take in a special needs child, will create a financial incentive for mainstreaming in private schools. Would that create the right set of incentives for the educational marketplace to move toward mainstreaming special education?</description>
